Description
Beginning in 2010, the City of Utica contracted with the Charter Township of Clinton Treasury Department to fold and pressure-seal City of Utica tax bills. The City discontinued this arrangement beginning with the 2013 tax year, instead outsourcing the whole process, from printing to mailing of the tax bills, in order to reduce the amount of time spent by the Treasury Dept. to issue tax bills.
Barriers to Collaboration:
The primary impetus for discontinuing this arrangement was the reduction by 25% of the City's Administration Office staff late in FY2013, which forced the remaining staff to look for ways to be even more efficient.
