Police Special Response Teams (SRT) are highly trained and specialized police personnel deployed to emergencies and other special operations. In certain situations, the public safety would be better served through the joint deployment of each department's team, while eliminating an unnecessary duplication services and cost.
The proposed agreement provides for the mutual participation of both the City of Center Line and Warren Police Departments, as needed, in special response team operations. The agreement does not create a binding obligation upon either police department to provide its team to the other department. The document is intended to authorize the police departments to work cooperatively, as appropriate and sets the terms applicable to the mutual utilization of the special response team services.
Center Line will fully supply their officers with weapons, uniforms etc. This agreement represents the first public safety related cooperative agreement between the City of Center Line and the City of Warren, and is limited to peripheral services, not affecting primary public safety operations for either community.
BARRIERS TO IMPLEMENTATION:In lieu of this consolidation of services proposal, the residents of the City of Center Line passed a Public Safety Millageto continue to pay for their own Police and Fire protection under a combined Public Safety Department.However, the City of Warren still proposes there is a significant cost savings to consider at some point in the future ifthe moons align.This program was put into place in 2013 with two Center Line Public Safety officers being assigned to the WarrenSpecial Response Team.
The City of Warren entered into an Intergovernmental Metro Macomb Swat Mutual Aid Agreement with Center Line and 5 other communities (Clinton Township, Eastpointe, Roseville, St. Clair Shores, Sterling Heights). The communities entered into this agreement to create a regional effort to assist one another in the case of specialized incidents when special response team equipment or special response team personnel are needed by a community.
