Description
The Cities of Pleasant Ridge, Madison Heights, Huntington Woods, Ferndale, Hazel Park, Oak Park, Berkley and Royal Oak have been experiencing a large number of citizen complaints of rat activity. Jointly, these communities wish to implement a program to determine the cause of the infestation, assist residents to eliminate conditions conducive to a rat infestation and design an eradication plan. Such a program will not only reduce the potential for disease transmission by rats, but it will also aide to reduce flies and mosquitoes. Through this program, residents that are experiencing rat problems will be informed, educated and motivated to do whatever is necessary to help the cooperative effort to eliminate rats. Special clean up campaigns will be created and where necessary, local code enforcement support will be sought. Such combined efforts will eliminate food sources and harborage for rats, and discourage them from moving back into these communities after the rats have been successfully controlled. A successful rat control program requires information, education and motivation. It is vital to inform residents and business owners alike, about the program. Public Information will be distributed via
media (radio, television, local cable, community websites, newspapers, and community newsletters), Leaflets and flyers which can be delivered door-to-door or distributed via
community groups or neighborhood organizations, as well as individual contact by targeted door-to-door education. Individual property visits would be made by code enforcement and remediation activities pursued as needed. All programs will include the basic principles of food protection, shelter removal, ratproofing and elimination.
When communities experience an increase in community-wide rat complaints, sometimes it is a symptom that additional problems other than rats exist. A rat infestation may be an indication that environmental conditions exist to support the infestation. These improvements can be easily realized by implementing a community-sponsored rat control program. Since rats move from one place to another, control is the responsibility of everyone. Community action by local governments individually has reduced rat populations temporarily. A permanent joint effort is essential for effective long-term control.
By a collaborative effort, we wish to take a proactive approach to the ongoing and increasing rodent infestation. An overall marketing and education plan will be created and distributed. Such combined efforts will eliminate food sources and harborage for rats, and discourage them from moving back into
these communities after the rats have been successfully controlled. An aggressive program will also eliminate breeding areas for flies and mosquitoes (i.e. cleaning up junk, removing litter, and eliminating damaged refuse containers that could hold water.) Through an effective program, the neighborhoods of these combined communities become a much cleaner, healthier and safer environment for all residents.
Although not measurable, it is also reasonable to assume that the improved living environment would also improve the psychological well being and improve the mental attitude of the residents.
The City of Ferndale has dropped this program due to coordination and funding barriers amongst the participating. Ferndale will happily share any successful practices or approaches to addressing vermin issues with any interested community.
