Description
Project Background
In 1986, the Village of Elk Rapids and Elk Rapids Township began engineering sewer service for Township residents residing on Birch Lake. Construction started in 1987. Today, all residents living with frontage on Birch Lake are connected to the Village of Elk Rapids Waste Water Treatment Plant.
Under this agreement, the Township owns all infrastructure, with the Village maintaining and operating the sewer mains and treatment of all waste water. The Village invoices the Township monthly for maintenance costs associated with labor, and semi-annually for parts/supply costs.
Flow from the Township sewer customers is metered separately as it enters the Village Waste Water Treatment Plant. This flow is taken as a percentage of the plant's operation and the Village invoices the Township monthly for waste water treatment.
Cost Savings/Revenue
At the time of installation, the Village Waste Water Treatment Plant was processing waste levels below its maximum capacity. The additional customers resulting from sewer expansion around Birch Lake helped pay for the extra capacity. As the Village has grown throughout the years, the organic loading of waste water to the plant has pushed it to near capacity. In November 2011, the Village conducted a Sanitary Sewer Feasibility Study, which highlighted the need for an expanded Waste Water Treatment Plant. Once constructed, Township sewer customers will help pay for this plant, which will increase capacity for bringing more Township customers online.
Additional Benefits
Prior to 1987, residences along Birch Lake were equipped with septic systems for waste water disposal. These systems have a negative impact on the ecology of the lake and surrounding wetlands. Improved water quality in Birch Lake has meant increased recreation potential and home values.
