Description
Hart Township and Hart City entered into a 30-year '425 Agreement' in 1996 to conditionally transfer approximately 60 acres of Township area into Hart City. This cooperative effort allowed City to extend water, sewer and electric utilities into area and collect City taxes on parcels that converted to commercial use. Township retained zoning control, protected residential properties, and established a DDA in area to make infrastructure improvements. Being an economic development venture, cost savings are difficult to measure. Primary cost savings realized by the Township not having to construct independent utility system. Update 1-30-2013: Hart City and Hart Township amended the 1996 425 Agreement in 2012 by substantially reducing the number of parcels subject to the 1996 Agreement and agreeing to permanently transfer most of the 425 Area into Hart City jurisdiction effective 12-31-2013. Five (5) residential parcels remain subject to the Agreement and 3 parcels reverted to Hart Township jurisdiction.
