The City of Benton Harbor attempted to collaborate with the County of Berrien in creating a public transportation network that would have expanded and connected North and South County with a viable transportation alternative. The network would have included regular bus routes reaching from the Benton Harbor/St. Joseph area to Niles/Buchanan area. The transportation system would have provided reliable, affordable service and expanded employment opportunities for Berrien County residents, as well as, improved the environment by reducing harmful pollutants. The cost savings was projected to be $841,086.

BARRIERS: The project was dropped due to barriers experienced in implementing the proposal. Key barrier: Insufficient support from representatives of local units of government. Many valued the benefits of their independent transportation systems over a proposed transportation network.
