Description
Project Background
Beginning in Fiscal Year 2010, Elk Rapids Township levied a millage of .35 mills for road improvements and replacement. In January 2013, After completing two large projects outside the Village limits, the Township approached the Village with the intent to provide funds generated by the millage for a street reconstruction project in the Village.
Recognizing this as an opportunity to leverage the Township funds, the Village DPW Supervisor - using asset management principles - cross-referenced the Village street replacement and water/sewer plans to identify a section of street that required replacement of both asphalt and water main.
According to the 2011 Elk Rapids Water and Sewer Capital Improvement Plan, one of the most needed water main replacements is a 4" main under West Fourth Street between US-31 and Millers Park. The current pipe is small, partially clogged, and in need of replacement. The asphalt surface of West Fourth Street is a good candidate for replacement as well. Projected cost of the water main replacement is $70,000, with projected cost of $25,000 for the street replacement.
Cost Savings/Revenue
By coordinating these projects with the township, the Village of Elk Rapids was able to save approximately $25,000 on street replacement costs that would have been necessary to replace the aging water main.
Additional Benefits
In addition to the cost savings for street replacement, the village is improving water service and capacity to residents and businesses along West Fourth Street. Rather than running beneath US-31 as the current aging main does, the new main will connect with another line on the East side of US-31, eliminating one of the water mains currently running beneath US-31. This, in turn, eliminates the possibility of a leaking water main in this location undermining the integrity of the US-31 corridor.
Project Status
As of January 20, 2014, the project has been completed with the exception of a top-coat of pavement on the new street, to be laid in Spring 2014.
