If the Local Unit is not sponsored do nothing; don’t display Peer Group header

If the local Unit is sponsored then it only displays Peer Groups when there are Peer Groups that are owned by the Local Unit (probably none if they don’t have editing rights) and the Public flag is Yes. A Peer Group is owned by a local unit when MunID = FalMunID.
