If the User is Level 4 display all Peer Groups

If the user is a Level 3 but does NOT have editing rights for the local unit than show all Peer Groups where the public toggle is yes

If the User is a Level 3 and has Editing rights for that Local Unit show all Peer Groups and add the “Add New “button
