Why it Matters: Similarly to population growth, there is a relationship between taxable value of a unit and its fiscal health. Since many local governments rely heavily upon property taxes, it follows that decreases in taxable value will require adjustments in expenditures. Two-year growth periods of real taxable value for each unit are computed for the fiscal scoring computation. (n010)
